The waiting list belongs to one class, and Troop checks the age band before it offers anything. Nobody is offered a place they were never eligible for.
First in line, or everyone at once
Choose strict first refusal, where the longest waiter gets it exclusively, or offer to everyone eligible and let the first to accept take it. Both are real settings that behave differently.
A lapsed offer does not strand the place
If the first person does not answer in time, the offer expires on its own and the place moves to whoever is longest waiting then. It is not left sitting with someone who stopped reading.
